Re-imagining nat’l security in post-pandemic times

May is turning out to be a very ominous month indeed due to the recurring crisis, a “triple whammy” of sorts. In May 1999, we were jolted by Pakistan’s intrusions in Kargil. Last year, during the first wave of Covid, China unleashed a diabolic coercive strategy to grab territory in Ladakh, leading to confrontation, just short of war. This year, we have been swamped by the second wave of Covid, derailing our already fragile public health system, especially in the rural areas.

A few defining trends have been flagged in these crisis situations. First, despite mandated agencies in military intelligence and public health, we were completely taken by surprise. Second, we disregard right kind of experts, allowing hope and even native ‘jugaad’ to fuel complacency. Third, we lack efficient structures of governance and delivery, especially in public health. Finally, mercifully Armed Forces deliver, despite inadequate funding and increasing politicisation.
